I have a requirement to use WebOSMaps without an internet connection. I'm looking for any guidance/suggestions as to how this may be done.

Unfortunately there is no built-in functionality available for offline maps in TWebOSMaps.
There is an option to set a custom tileserver url with the MapOptions.TileServerURL property but without internet connection this would require that you have access to a local tileserver.

This is what we are going to have to do - set up a local tileserver for off-line map generation/access.
Does FNC Maps (which we are now considering, due to its updated features) permit usage of a local tileserver?
Unfortunately custom tileservers are not yet supported in TMS FNC Maps.
However this is a good suggestion and we'll investigate if this feature can be added in a future version.
