I have many maps locally, which define the markers etc.
Would it be possible to open such a map via internet?
If yes, does there exist a sample programm?

This depends on how your maps and/or markers are formatted.
If these contain coordinates you could try adding polygons or markers to an existing WebGMaps or WebOSMaps based on these coordinates.
