Ver 3900 fails to install in 10.3

Hi,

when installing 3900 the BPL files in C:\Users\Public\Documents\Embarcadero\Studio\20.0\BPL are not created. The installer shows compiling for Rad Studio 10.3 but it finishes suspiciously fast without error messages. For RS10.2.3 the BPLs are created.
