It appears your activation server is down. I get an HTTP unreachable error when I am installing and activating the new version VCL Component Studio. I tried with firewall disabled as well just to make sure it wasn't that.

I have retested this from here and can't see any issue.
Can you retry, in case this was a temporary network glitch?
